The evaluation
is meant to assess the efficiency and sustainability of Phase III and to make recommendations for the next potential phase.
The study expressed the constructive development of the Programme and its management.
The decentralisation process has positively provided the opportunity for more involvement and wider accessibility of funds to new types of beneficiaries; this was accompanied by transparency and impartiality of the selection procedures and more proximity to the beneficiaries throughout the ongoing local support and mentoring.
The involvement of national bodies has also evolved into higher visibility to the Programme activities.
However, further training is seen to be an asset to the local actors and shorter transition between the different phases to keep the momentum and valorisation of best practices.
